Issue

To be able to implement a comprehensive Child Protection MIS like Bihar Model, it was considered important to conduct a rapid assessment study and understand the feasibility of development and implementation of a comprehensive system for SCPS Andhra Pradesh which cater to the emerging needs of a robust Monitoring and Evaluation (M&E) System.

Intervention

A technical consultant and a functional consultant were appointed for the task. They were responsible for conducting the functional as well as the technical assessment and submit their report based on the scoping study.

Outcome

The report of the scoping study informed the way forward towards developing CPMIS AP.

State Child Protection Society (SCPS) Assam implemented an MIS (Management Information System) in 2017 to capture periodic data against some Key Performance Indicators (KPIs). This system was launched on 14th November 2017 by Social Welfare Department, Govt. of Assam. This system allows various institutions under ICPS structure such as CWC, JJB & DCPU to submit data on a monthly basis to generate various reports required for the ease of decision making along with the provision to rank the districts based on the overall performance. In order to further understand the technical, operational and economic feasibility, SCPS Assam collaborated with UNICEF and SDRC to conduct a rapid assessment and submit the report. In this regard, a two persons team from SDRC visited Guwahati for the rapid assessment for four days from 16th March 2020 to 19th March 2020.

Women & Child Development (WCD) department of Kerala is building CCI Monitoring & Evaluation System to provide quick access to vital information which is indispensable for the effective management as well as monitoring of both Government and Non-Government Child Care Institutions.

SDRC is engaged to develop a MIS for effective CCI monitoring and evaluation. The primary objective of the MIS system developed are as follows:

• Web repository of CCIs with HR and infrastructure details along with basic information of the inmates to understand the load.
• Geo tagging of CCIs.
• Ranking of the CCIs based on the load and performance of the CCIs.

Issue

With the increasing need for updated data systems in the context of enhanced IT enabled solutions and infrastructure, the challenge is to consolidate various data sets in a single platform and present the current status before the policy makers, planners, and sector managers to facilitate evidence based decision making. With the help of an easy-to-use data base, the newly developed platform will have information on the key impacts, outcome and process indicators along with the socio-economic condition of children.

Intervention

SDRC helped UNICEF Lucknow office to develop a DevInfo database that could serve the legislature, departments, network of CSOs as well as UNICEF with one stop access to standardised child statistics.

Outcome

A comprehensive child statistics database for different levels of geography of the state.

Developed a hybrid data capture application (android/web) that would allow users at the district level to input information from the paper-based questionnaires regarding child labour in establishments. SDRC also provided training to the data entry operators on using the software. The survey initiated by the Department of Labour, Government of Odisha was conducted in 24 districts with technical support from National Law University, Odisha.

In it's present form, the CPMIS takes input from electronic forms that can be filled either through a browser or through a mobile application. The web forms are filled up on a monthly basis by the various CCI's and DCPU and uplodade to a centralised server. The uploaded data is collated and analysed at the state, district, and institution level.

Besides tracking the JJB, CWC, and CCI, the CPMIS portal also includes a comprehensive child labour tracking system (CLTS), which is an innovative web based system to register child labourer and track their re-integration to the main stream. The key deliverables in this project were:

• Integrated CPMIS portal with features for web based and android based data input
• Enhanced CLTS application as per requirement
• Online dashboard for CPMIS, CCIs, and CLTS
• Development and deployment of SCPS website
• Training of data assistants and programme managers at district and state level to input data and query and share information via user interface of the application.

The ICPS has been rolled out in the state of Tamil Nadu in the year 2013 after the signing of MoU with Government of India. The objectives of the scheme are: to provide a protective and safe environment for all children in India especially for children in difficult circumstances; and to establish a robust child protection system at national, state, district, sub-district and community levels.

The web application was launched in November 2017. The portal also provides the employees of the Department, an ability to enter transactional data in each of the districts, on a monthly basis on a pre-identified set of indicators identified by the Department. This data is then made available on a visual dashboard thereby providing all stakeholders a visibility into the performance of the Department on key performance indicators.

Issue

For a better monitoring, evaluation and reporting system under the ICPS, UNICEF-Uttar Pradesh, needed a comprehensive Management Information System (MIS) linked with various units and schemes.

Intervention

SDRC developed an MIS for UP that was to be linked with various units and four schemes. The objective was to facilitate a better monitoring, evaluation and reporting system for the ICPS upto the district level. The software is a multi-user, interactive, systematic with a centralized mechanism for data collection and case management of children encompassing ICPS both in institutional facilities and non-institutional facilities. It tracks a child's history and progress against the individual care plans.

Outcome

A step towards improved child protection and information management.

Issue

UNICEF country office, on behalf of ICPS, wanted to develop a software tool to provide users with a top level view of operational performance with drill down facility for detailed insight into specific areas.

Intervention

The ICPS scorecard aims to track progress in implementation of ICPS in different states and identify bottlenecks at district and state levels. SDRC was hired to develop a software tool to provide users with a top level view of operational performance, with drill down facility for detailed insight into specific areas. The specific activities of this project are -

• Analysis and finalization of scorecard from data collected from various states
• Developing web-based application with dashboard module and factsheet for monitoring
• Developing mobile based application for real time data collection with dashboard module

The key deliverables of this assignment were:

Issue

Child marriage - marrying before legal age 18 years for girls and age 21 years for boys - is still widespread in India. The project was undertaken to understand the multiple set of factors that contribute to the persistence of the phenomenon as well as its consequences on the development and full growth of the girls - increased risks of maternal and child mortality, low levels of education, and exposure to violence, isolation and confinement.

Intervention

SDRC worked on G15. Besides, the document also highlighted the disparities in the child marriage incidence by social groups (Scheduled Caste, Scheduled Tribes), by household wealth quintiles and by location (Rural, Urban), wherever possible. The data sources used in the analysis were National Family Health Survey (NFHS), District Level Household and facility Survey (DLHS), Census and the socio-economic surveys conducted by the National Sample Survey Office (NSSO)

Issue

The alarming situation of neonatal mortality in Bihar posed a major programmatic challenge in the context of health interventions. To prevent and arrest the death of newborns, the Government of Bihar introduced the Bihar Model of Comprehensive Newborn Care Initiative (CNCI) and declared the year 2010 as the year of the newborn.

Intervention

SDRC completed this process documentation research though extensive use of desk research as well as direct interaction with service delivery personnel as well as the programme beneficiaries--the mothers/families availing the benefits from the CNCI project - to capture their perceptions as well as experiential learning . The document aimed to provide the readers with the following:

• a ring side commentary of the key interventions that were initiated in Bihar.
• an insightful understanding of what went into making the project a success.
• unravelling the learning behind the challenges that were faced during the implementation.
• enabling reflection and analysis of these events in order to make the development process more visible.

Outcome

A process document for institutional memory and corrective actions in programme planning.

Issue

The National Commission for Protection of Child Rights (NCPCR), set up in 2007, has a mandate is to ensure that all Laws, Policies, Programmes, and Administrative Mechanisms are in consonance with the Child Rights. NCPCR needed to know the implementation status of The Juvenile Justice (Care & Protection of Children) Act, 2000 in all the states of the country.

Intervention

SDRC supported the NCPCR with analysis of the responses received from the States/UTs on the reporting format on the implementation status of the JJ Act. Besides a report based on the analysis presenting a macro picture, the output of the assignment included a PowerPoint presentation on the same and factsheets for each state and union territory. The key components covered in the factsheet depicted the achievements w.r.t institutional arrangements for children in conflict with law, children in need of care and protection as well as mechanisms for rehabilitation of children with special needs.

Outcome

Strengthening of the implementation of JJ Act in different states.

Computing, tabulating and classifying all relevant data in proper manner from the responses received from the States/UT's regarding the implementation status of the Juvenile Justice (Care & Protection of Children) Act, 2000. Also submitted a report on the basis of the analysis along with a macro picture as well as state-wise Fact Sheets on the implementation status/scenario of the JJ Act, 2000.

Issue

The National Commission for Protection of Child Rights (NCPCR) had conducted a study among school children in seven states (7000 respondents) with an aim to generate statistical evidence of school going children being subjected to corporal punishment in schools.

Intervention

SDRC supported the NCPCR with data analysis for a study on the prevalence of corporal punishment in schools involving the following steps:

• 1. Coding, pre-entry data cleaning and double data entry to minimize errors.
• 2. Cleaning of entered data for subsequent analysis (SPSS ready format)
• 3. Generation of statistical tables
• 4. Generation of graphical outputs
• 5. Support in report writing.

Outreach

7000 students across seven states of India-Tamil Nadu, Odisha, West Bengal, Rajasthan, Delhi, Madhya Pradesh, Andhra Pradesh.

Outcome

The survey findings aimed to strengthen the NCPCR's advocacy for a strict legal provision against corporal punishment. The NCPCR Guidelines for Eliminating Corporal Punishment in Schools were an outcome of this study findings.
