The SCM Project funded by Global Fund in India for HIV/AIDS provides specialized technical assistance to National Aids Control Organization (NACO), Govt. of India to strengthen the supply chain system across the country for ARV Drugs and HIV Testing Kits. The overall goal of the project is to improve the delivery of ARV drugs and HIV testing kits through agile, responsive and effective supply chain.
The Project is led by Plan International (India Chapter) which is the Principle Recipient (PR) for the HIV grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS Epidemic and to provide technical assistance for improvement of the supply chain of ARV drugs, testing kits and other commodities under NACP.
The SCM Project works to ensure uninterrupted supplies of HIV/AIDS commodities to save lives and to create a healthier future for all. The project directly supports on two components of NACO which is important to the NACO and Global Fund. The project provides 3PL services and technical assistance to support the development of agile, robust and sustainable health supply chains across the country.
Gram Panchayat - Monitoring ,Evaluation & Learning Framework

The Monitoring, Evaluation and Learning (MEL) Framework aims for Creating Model GP Clusters across India during 2020-22. The Project will create 250 Model GP Clusters to achieve Holistic and Sustainable Development through
- Institutional strengthening of GPs
- Enablement of Quality GPDP
The GP Clusters will be provided technical guidance and handholding support to evolve into Model GP Clusters. This will inspire and motivate other GPs in the country to follow suit.
The Project will work over a two year period (2020-21 and 2020-22) with about 1100 GPs in 250 Clusters in 26 States (all except Andhra Pradesh and Punjab) and 5 Union Territories (all except Delhi, Chandigarh and Lakshadweep) . The program is being piloted in Karanataka ,one of the UNDP focus states in India. The prototype would support the State to monitor the entire life cycle of the programme ‐ from ideation to implementation, resulting in better tracking and impact assessment, and will be scaled up to other states, based on the learnings. The critical area of tracking progress of SDGs at the GP level will also be addressed by this tool.

In line with the global strategy for socio-economic response and supporting migrant workers in having access to livelihood opportunities after being displaced from their primary location of work, UNDP is trying to support Government of Uttar Pradesh to develop an information system for registering the displaced migrant work force coming to UP from other states, so that they could be supported with getting access to livelihood opportunities with various government and private work opportunities including work provided by national schemes like MGNREGS.

With this background, it was envisaged to have a mechanism to quickly enlist volunteers across the state. Having information of volunteers willing to contribute at district and block level will enable government functionaries to ensure volunteer resources can be engaged as and when needed. A structured registration process will enable validated information to be captured centrally and facilitate smooth management of volunteers.

Baseline on skill gap assessment and planing in Mangalajodi Panchayat of Khordha district

NSDC’s Affirmative Action division is dedicated to facilitating skill training among all these communities by understanding their unique needs and finding customized solutions. This baseline study was a part of NSDC’s action research model that would help ensure holistic development of Mangalajodi Gram Panchayat with specific focus on Skill Training covering 100% households.Intervention
SDRC designed the baseline study using a mix of qualitative and quantitative tools, Android based household survey tool, Focussed group discussion, Paired comparison/ranking tool, Visioning tool for village development and Key stakeholder interview. Based on the findings of the survey, SDRC not only identified the key issues/challenges faced by Mangalajodi and the opportunities that would enable skill development in the GP but also listed the way forward for skill development by defining the action points. These action points were summarised in terms of immediate steps (within 3 months), short term actions (3-6 months), long term actions (above 6 months). Promoting eco-tourism was identified and prioritised as the most important area of skill development for the youth of Mangalajodi.Outreach

Due to lack of analysis on individual forest rights (IFR) to women under FRA, Vasundhara’s research team piloted an initiative of sex-based disaggregation of land holders under FRA and their actual access and control over it in 12 blocks of Kandhamal district of Odisha. They needed to present the findings in a two-pager infographic/factsheet layout for the district.Intervention
A two-pager factsheet was developed to present access of IFR to women under FRA by their marital status, by area of land and by type of land (Homestead land/agricultural land).Outcome

SDRC in consortium with SOFIES ( a sustainability consulting and project management firm delivering professional services based on industrial ecology and circular economy) and Shree Ganesh Recycling Pvt. Ltd. (SGR – an organization engaged in Operations, collection logistics and aggregation of e-waste and coordinate with agencies such as PROs and recyclers for scheduling and invoicing matters) is currently performing the following activities on the “Clean e-Bhubaneswar” program:
- Conducting an on the ground survey to document the current models for aggregation and disposition of waste.
- Creating an awareness and communication campaign for proper disposal of waste at institutions (schools, universities, companies, households).
- Developing the local capacity for waste recycling.
- Reporting and documentation of the project.

Digitized tools for data collection on six thematic dimensions-- Basic Information, Human Resources, Governance, Administration, Financial Management and Effectiveness. Training to CYSD community resource persons was provided for data collection. A dashboard visualising performance score for each CBO was developed. Features on this dashboard allows the user to drill down to the last question to identify the factors that need attention to strengthen the CBOs.Result
Capacity building needs of each CBO is identified through the monitoring system; Strengthening of all the CBOs can be taken up in a focussed and need based intervention mode.
Child Labour Survey - Development of Data Production Structure and training of Data Entry Operators

Developed a hybrid data capture application (android/web) that would allow users at the district level to input information from the paper-based questionnaires regarding child labour in establishments. SDRC also provided training to the data entry operators on using the software. Development of a web application for monitoring of Sustainable Development Goals for the State of Assam.Intervention
SDRC developed a DevInfo based web application for monitoring Sustainable Development Goals (SDGs) for Assam. The ""Assam Info"" developed for the state aimed to enable rapid access to timely and relevant information on the SDG's (17 goals, 169 targets, 304 indicators). It was designed to help the users access relevant data either on web enabled dashboard or a mobile application to view the current status at an aggregate level for each SDG or drill down to a specific target or indicator. It shall also enable generation of scorecards as well as integration of a content management system to enable wider dissemination.Outcome
A user-friendly web application for the state available with data sourced from all the relevant sources for different levels of geography. Data for India and other states was also retained in the system for comparison of the state's performance with other states and the country.
Development of a Digitised Data Collection and Work Flow System for Farmer Field Book

UNICEF in consultation with Directorate of Economics and Statistics, Chhattisgarh wanted to use the Census data that is available for only 18 districts of Chhattisgarh to create a database repository for all 27 districts of the State.Intervention
SDRC, with the support of UNICEF Chhattisgarh office, created a DevInfo database for Census indicators for 27 districts. Since the block level boundaries haven't changed, the block level data was used to compute data for all the new districts and revise data for the old districts in the database. Factsheets were created based on these datasets for all the 27 districts of the state. A comprehensive factsheet for the state was also developed and printed in the form of a booklet for circulation and advocacy purposes.Outcome

UNICEF as part of its Child Rights Advocacy Initiative with select Members of Odisha Legislative Assembly proposed to create factsheets on key social indicators focussing on situation of women and children for the state and all districts of Odisha. The objective was to share the fact sheets with readily accessible data on key indicators with policy makers so that towards ensuring child rights they raise issues pertaining to children in the media, floor of the Assembly; and in the general public policies sphere.Intervention
SDRC, as the consulting organisation, tried to achieve the basic project objective of making available datasets, organised by theme and geography, that could be presented as an effective advocacy tools for legislatures, policy makers, practitioners, academia, media as well as research scholars/organisations. These factsheets were to be used as a tool for programming, policy making research and also for discussions and debates for supporting informed decision making. Baseline for USAID funded project- "Strengthening Forest and Forest Based Livelihood Services in Odisha"

"Strengthening Forest and Forest-based Livelihoods in Odisha" was a unique initiative of CYSD that aimed to positively impact the livelihoods of 4000 households in Koraput district spread across five blocks, 25 gram panchayats and covering 250 villages. The program intends to increase the income of the forest dependent communities by at least 30 per cent by the end of year three of the project period.Intervention
SDRC, on behalf of CYSD, undertook a baseline study to estimate the current status of livelihood patterns and income in the project villages. The target population for the project included all households that were dependent on minor forest produces for their livelihoods. It also included households that were engaged in subsistence agriculture practices and lived on the fringes of the forest area. Mobile based data collection was done at three levels: at household level, at village level, and at facility level.Outcome
The outcome of the baseline was a results based monitoring framework for the project. This was later expanded to include other projects of the organisation as well.

Profiling the Situation of Women and Children in India

Supporting the UNICEF India country office in analysing latest statistics and presenting the state of women and children in India through ready reckoner factsheets. Key contributions included:
- Desk research and compilation of social statistics on women and children covering several sectors including child environment, health, and education.
- Creation of MDG radar charts, other graphical representation of status on several indicators for each state to highlight the gender, economic, and social inequalities.
Baseline study and Monitoring System for Governance and Human Rights Programme of Trócaire, India

Trocaire's Head office wanted to establish a standardized programme monitoring and evaluation framework for its Governance and Human Rights (GHR) programme in different countries. India office was selected as the pilot country for conducting the baseline and creating a programme monitoring framework and SDRC was selected as the consultant.Intervention
The GHR programme had already started in India and SDRC spported Trocaire India office in implementing the baseline study for the GHR Programme with eight programme implementing partners. Participatory AAA tools were designed for assessing the level of
- Awareness on three rights clusters: MGNREGA, PESA, Women's Rights
- People's Access to the duty bearers
- Action taken by people in cases of violation of the rights
- Capacity assessment of CBOs promoted under the programme
- Capacity assessmet of the partners implementing the programme.
- Designing of participatory tools for data collection
- Leading data collection, analysis, and drafting the Baseline report
- Creation of a GHR framework based on participatory baseline methodologies

Study of Village Information Boards in East Singhbhum District, Jharkhand

As a consultant for review of the Village Information Boards, SDRC undertook made monitoring visits to select villages across three blocks of East Singhbhum district, Jharkhand. The study was an inquiry into the relevance, utility and data quality of Village Information Boards. It provided corroborated facts on the relevance of the village information boards, data flow processes, and indicators tracked. It also provided pointers on the way forward with respect to modifications in the content, layout and design of the village information boards.
Training District Facilitators on DevInfo Database System (TISS)

Supported TISS in training two batches of district facilitators in using DevInfo database system for district level planning and monitoring.
Creating a "Data Hub" on social statistics and building capacities for MDG monitoring

Oriented officials of Jharkhand Space Application Centre and Planning Department about the DevInfo technology and adapted to the context of Jharkhand. Moderated the meeting as a technical expert cum national resource person of DevInfo to demonstrate the utility to Govt. counterparts. Developed a detailed project report covering plan of action referring customization of DevInfo India into DevInfo Jharkhand, possible indicators, including capacity building module for basic (one day) and advance (three days) training.
Development of E-learning Materials for Census House Listing Operations and National Population Register Operation

For Census 2011, Office of Registrar General has the responsibility of training the data enumerators. SDRC was assigned the task of Instructional Designing for training of census enumerators for 2011 Census and National Population Register (by UNICEF, New Delhi for Census office). For this activity, SDRC provided high quality design and content creation support in creating visually appealing presentations for all the training modules, suitable for adult learning situations.
