The SCM Project funded by Global Fund in India for HIV/AIDS provides specialized technical assistance to National Aids Control Organization (NACO), Govt. of India to strengthen the supply chain system across the country for ARV Drugs and HIV Testing Kits. The overall goal of the project is to improve the delivery of ARV drugs and HIV testing kits through agile, responsive and effective supply chain.

The Project is led by Plan International (India Chapter) which is the Principle Recipient (PR) for the HIV grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS Epidemic and to provide technical assistance for improvement of the supply chain of ARV drugs, testing kits and other commodities under NACP.

The SCM Project works to ensure uninterrupted supplies of HIV/AIDS commodities to save lives and to create a healthier future for all. The project directly supports on two components of NACO which is important to the NACO and Global Fund. The project provides 3PL services and technical assistance to support the development of agile, robust and sustainable health supply chains across the country.

The Monitoring, Evaluation and Learning (MEL) Framework aims for Creating Model GP Clusters across India during 2020-22. The Project will create 250 Model GP Clusters to achieve Holistic and Sustainable Development through

• Institutional strengthening of GPs
• Enablement of Quality GPDP

The GP Clusters will be provided technical guidance and handholding support to evolve into Model GP Clusters. This will inspire and motivate other GPs in the country to follow suit.

The Project will work over a two year period (2020-21 and 2020-22) with about 1100 GPs in 250 Clusters in 26 States (all except Andhra Pradesh and Punjab) and 5 Union Territories (all except Delhi, Chandigarh and Lakshadweep) . The program is being piloted in Karanataka ,one of the UNDP focus states in India. The prototype would support the State to monitor the entire life cycle of the programme ‐ from ideation to implementation, resulting in better tracking and impact assessment, and will be scaled up to other states, based on the learnings. The critical area of tracking progress of SDGs at the GP level will also be addressed by this tool.

COVID19 Pandemic is a rapidly developing public health crisis that has affected more than 215 countries with more than 3525116 persons infected and at least 243540 deaths as per WHO . Uttar Pradesh has made swift response to contain the spread of the epidemic and has taken other mitigation measures. As the pandemic enters a critical stage which may potentially see a significant increase in the affected persons, it will become extremely challenging for government authorities to deal with the situation. There will be a dearth of personnel for critical tasks including continued public awareness, delivering essential services, providing technology services, and on-field support.

In line with the global strategy for socio-economic response and supporting migrant workers in having access to livelihood opportunities after being displaced from their primary location of work, UNDP is trying to support Government of Uttar Pradesh to develop an information system for registering the displaced migrant work force coming to UP from other states, so that they could be supported with getting access to livelihood opportunities with various government and private work opportunities including work provided by national schemes like MGNREGS.

With this background, it was envisaged to have a mechanism to quickly enlist volunteers across the state. Having information of volunteers willing to contribute at district and block level will enable government functionaries to ensure volunteer resources can be engaged as and when needed. A structured registration process will enable validated information to be captured centrally and facilitate smooth management of volunteers.

• Ready repository of, mapping of department specific indicators with SDG goals.
• Interactive dashboard for effective monitoring linked via Application Programming Interface (APIs) to national SDG repository.
• Technology aided decision making by using artificial intelligence (AI).
• Training and capacity building of key stakeholders.

For a national level conference on Rainfed Agriculture, CYSD and its partner organisations wanted to develop two pager factsheets on the status of agriculture in Odisha, Maharashtra, Karnataka and India.

Four two-pager factsheets were developed by SDRC for CYSD and its partners presenting the key statistics related to status of agriculture, its budget in State/country and key concerns related to the situation.

Two pager factsheets for the three states and India were printed and shared for advocacy on the issue of strengthening rainfed agriculture.

The CAP platform envisages to:

• Develop a comprehensive dashboard based on data provided by 5 different departments for performance monitoring of the identified nutrition indicators in Bihar
• Enable the authorized users to generate reports which would help enhance the effectiveness of decision making based on the performance

• Counselling and registration of youth for skill planning and skill linkage to the youth
• Contribute to the comprehensive aspirant youth database for skilling.

• Map relevant schemes and stakeholders i.e. (NGOs, CSOs, Private entities) for a geography
• Technology aided solution that would enable “Mitra” to rank and prioritize vulnerable households
• Automate the workflow involved in process of identifying schemes and at the Gram Panchayat Resource Centers (GPRCs)
• Monitoring and evaluation of the program and longitudinal monitoring of households through interactive dashboards and reports

• Data support to the presenters and organisers
• On spot visually effective documentation during the sessions
• Documentation of the sessions and support to the moderators in debriefing sessions
• Documentation of the conclave and designing of the Conclave Report.

NSDC’s Affirmative Action division is dedicated to facilitating skill training among all these communities by understanding their unique needs and finding customized solutions. This baseline study was a part of NSDC’s action research model that would help ensure holistic development of Mangalajodi Gram Panchayat with specific focus on Skill Training covering 100% households.

SDRC designed the baseline study using a mix of qualitative and quantitative tools, Android based household survey tool, Focussed group discussion, Paired comparison/ranking tool, Visioning tool for village development and Key stakeholder interview. Based on the findings of the survey, SDRC not only identified the key issues/challenges faced by Mangalajodi and the opportunities that would enable skill development in the GP but also listed the way forward for skill development by defining the action points. These action points were summarised in terms of immediate steps (within 3 months), short term actions (3-6 months), long term actions (above 6 months). Promoting eco-tourism was identified and prioritised as the most important area of skill development for the youth of Mangalajodi.

UNICEF Assam proposed to develop a mechanism for convergent monitoring and tracking of Swachh Bharat Mission across different departments.

Supported UNICEF- Assam in developing a mechanism for convergent monitoring and tracking of Swachh Bharat Mission across different departments. SDRC made the following contributions:

• Developed DevInfo database and data capture mechanism
• Developed a dynamic dashboard based on Assam Info database
• Designed factsheets for different districts as well as the state level
• Provided training on how to use the system to various government officials at the workshops held by UNICEF.

An online monitoring system made available for convergent monitoring and tracking of SBM across different govt. departments.

Due to lack of analysis on individual forest rights (IFR) to women under FRA, Vasundhara’s research team piloted an initiative of sex-based disaggregation of land holders under FRA and their actual access and control over it in 12 blocks of Kandhamal district of Odisha. They needed to present the findings in a two-pager infographic/factsheet layout for the district.

A two-pager factsheet was developed to present access of IFR to women under FRA by their marital status, by area of land and by type of land (Homestead land/agricultural land).

Discourse on access of IFR to women, an example from Kandhamal presented for advocacy on the issue.

The overall aim of “Clean e-Bhubaneswar” under the ‘IFC-EU Eco-Cities program’ is to support BMC in putting in place a sustainable e-waste management eco-system in Bhubaneswar.

SDRC in consortium with SOFIES ( a sustainability consulting and project management firm delivering professional services based on industrial ecology and circular economy) and Shree Ganesh Recycling Pvt. Ltd. (SGR – an organization engaged in Operations, collection logistics and aggregation of e-waste and coordinate with agencies such as PROs and recyclers for scheduling and invoicing matters) is currently performing the following activities on the “Clean e-Bhubaneswar” program:

• Conducting an on the ground survey to document the current models for aggregation and disposition of waste.
• Creating an awareness and communication campaign for proper disposal of waste at institutions (schools, universities, companies, households).
• Developing the local capacity for waste recycling.
• Reporting and documentation of the project.

Increased awareness on e-waste management among communities and the participants of the programme.

To bring all the Community-Based Organisations (CBOs) promoted by CYSD under one radar through a real-time data collection process. To enhance the efficiency and effectiveness of the CBOs through regular monitoring on agreed indicators.

Digitized tools for data collection on six thematic dimensions-- Basic Information, Human Resources, Governance, Administration, Financial Management and Effectiveness. Training to CYSD community resource persons was provided for data collection. A dashboard visualising performance score for each CBO was developed. Features on this dashboard allows the user to drill down to the last question to identify the factors that need attention to strengthen the CBOs.

Capacity building needs of each CBO is identified through the monitoring system; Strengthening of all the CBOs can be taken up in a focussed and need based intervention mode.

Developed a hybrid data capture application (android/web) that would allow users at the district level to input information from the paper-based questionnaires regarding child labour in establishments. SDRC also provided training to the data entry operators on using the software. The survey initiated by the Department of Labour, Government of Odisha was conducted in 24 districts with technical support from National Law University, Odisha.

VSL is a part of the Social Enterprise Education Project (SEEP) of Xavier Institute of Management Bhubaneswar(XIMB), and supported by the British Council of India. SDRC developed the mobile app (called Virtual Knowledge Center) under this venture which provides start up support to the social enterprises/entrepreneurs by providing information free of cost. SDRC is also hosting and providing maintenance against the VKC app post deployment for a year.

Development of a web application for monitoring of Sustainable Development Goals for the State of Assam.

SDRC developed a DevInfo based web application for monitoring Sustainable Development Goals (SDGs) for Assam. The ""Assam Info"" developed for the state aimed to enable rapid access to timely and relevant information on the SDG's (17 goals, 169 targets, 304 indicators). It was designed to help the users access relevant data either on web enabled dashboard or a mobile application to view the current status at an aggregate level for each SDG or drill down to a specific target or indicator. It shall also enable generation of scorecards as well as integration of a content management system to enable wider dissemination.

A user-friendly web application for the state available with data sourced from all the relevant sources for different levels of geography. Data for India and other states was also retained in the system for comparison of the state's performance with other states and the country.

CottonConnect uses a survey instrument, Farmer Field Book, to capture the necessary social, economic and demographic information of the farmers growing cotton, so that the progress can be tracked over the duration of the farmers involvement with the programme. SDRC designed and developed a flexible yet scalable data collection mechanism that can collect data from the field and be merged into the exisiting reporting application being used by CottonConnect.

Developed a mobile based application for data collection and a web based dashboard to monitor the SBM progress in Deograh block in Odisha.

The Directorate of Economics and Statistics, Chhattisgarh, wanted to train its staff on DevInfo so that they are able to generate data products using DevInfo. They also needed to analyse the CRVS data for their own programme monitoring.

The staff from Directorate of Economics and Statistics at different levels were trained on the following:

• Creating database using CRVS data
• Designing and generating factsheets using DevInfo profile feature.

• Factsheets on CRVS data for each district and the state of Chhattisgarh
• Staff trained on creating DevInfo database and generating profiles.

UNICEF in consultation with Directorate of Economics and Statistics, Chhattisgarh wanted to use the Census data that is available for only 18 districts of Chhattisgarh to create a database repository for all 27 districts of the State.

SDRC, with the support of UNICEF Chhattisgarh office, created a DevInfo database for Census indicators for 27 districts. Since the block level boundaries haven't changed, the block level data was used to compute data for all the new districts and revise data for the old districts in the database. Factsheets were created based on these datasets for all the 27 districts of the state. A comprehensive factsheet for the state was also developed and printed in the form of a booklet for circulation and advocacy purposes.

• A DevInfo database on Census indicators for 27 districts in place of 18 districts.
• Factsheets based on Census data for 27 districts and one at state level with data and maps for 27 districts.

UNICEF as part of its Child Rights Advocacy Initiative with select Members of Odisha Legislative Assembly proposed to create factsheets on key social indicators focussing on situation of women and children for the state and all districts of Odisha. The objective was to share the fact sheets with readily accessible data on key indicators with policy makers so that towards ensuring child rights they raise issues pertaining to children in the media, floor of the Assembly; and in the general public policies sphere.

SDRC, as the consulting organisation, tried to achieve the basic project objective of making available datasets, organised by theme and geography, that could be presented as an effective advocacy tools for legislatures, policy makers, practitioners, academia, media as well as research scholars/organisations. These factsheets were to be used as a tool for programming, policy making research and also for discussions and debates for supporting informed decision making. Data in the factsheets were sourced from Census, Annual Health Surveys (AHS) and District Information System for Education (DISE).

One state level factsheet and 30 district level factsheets on the social sector indicators available for sharing with policy makers, research organizations, academia, media and civil society organisations.

The integrated management information system (IMISS) for CYSD aims to deploy a comprehensive framework for enterprise wide data collection and management. Mobile based systems are being used to capture data at the household level which are then fed to an online centralized repository. The data is then fed collated and consumed at project as well as headquarters level. The system is currently in use in Koraput project area covering four blocks and shall be extended to cover all the project areas of CYSD.

UNICEF Patna was seeking to create an "electronic dashboard" of social sector indicators to track progress of its core intervention strategies. The dashboard was positioned as an "advocacy for evidence based decision making" project instead of a "technology innovation" project. It was a part of the larger road map to usher in a behavioural change in terms of promoting use of credible statistics to track development outcomes as well as to have a system for improving the quality of official statistics.

SDRC designed and developed a DevInfo based web application for UNICEF Patna office. It was designed to help the users access relevant data either on web enabled dashboard or a mobile application to view the current status at an aggregate level for any of the social development indicators at state as well as district levels.

"Strengthening Forest and Forest-based Livelihoods in Odisha" was a unique initiative of CYSD that aimed to positively impact the livelihoods of 4000 households in Koraput district spread across five blocks, 25 gram panchayats and covering 250 villages. The program intends to increase the income of the forest dependent communities by at least 30 per cent by the end of year three of the project period.

SDRC, on behalf of CYSD, undertook a baseline study to estimate the current status of livelihood patterns and income in the project villages. The target population for the project included all households that were dependent on minor forest produces for their livelihoods. It also included households that were engaged in subsistence agriculture practices and lived on the fringes of the forest area. Mobile based data collection was done at three levels: at household level, at village level, and at facility level.

The outcome of the baseline was a results based monitoring framework for the project. This was later expanded to include other projects of the organisation as well.

The timeline for Millennium Development Goals was coming to an end and UNICEF New York wanted to assess the progress of different countries on selected MDG indicators as a part of the initiative to monitor achievement of MDGs, under Countdown 2015 project.

As a global consultant to UNICEF-New York, SDRC provided support in generating factsheets for 75 countries. The key deliverables were:

• 75 two-page statistical country profiles.
• Each profile provided in Excel(modifiable) and PDF.

Country profiles on key MDG indicators were published.

Conducted an evaluation to provide an independent assessment and to give feedback of the effectiveness of the project. The evaluation included:

• To develop key performance indicators (process and impact available) for each component based on the project logic framework.
• To validate the value-added of the Social Arts and Population Education (SAPE) approach and how it supports the technical component through behaviour change and for long term sustainability of the water and sustain program.
• To document key lessons and the way forward for future programming based on SWOT analysis (strengths, weaknesses, opportunities, threats) regarding the project management process, the social arts methodology and results and impact.
• To assess the quality of water purification technologies.

Supported UNICEF, Chhattisgarh in training two batches of district facilitators in using DevInfo database system for district level planning and monitoring.

Develop rapid data collection and dissemination system using hybrid method including handheld devices, desktops and World Wide Web. Consolidated and analysis of data is automated and the computed indicator are presented as a DevInfo v7.0 adaptation as well as an interactive dashboard.

The midline study was taken in second phase of the project in which Trócaire India office wanted to assess the progress made by the Governance and Human Rights (GHR) programme against the targets set for two years.

SDRC led the midline study to assess the progress made by the Trócaire GHR Programme against the targets set for the two year monitoring period. These targets were set for the five year programme cycle against the baseline data. The study report presented the progress made in three areas:

• Increase in awareness of the communities on the rights and their access to the duty bearers in claiming rights
• Change in capacity of the Community based organisations in their abilities to claim rights and work for upliftment of their communities
• Change in the capacity of the partner organisations in their ability to advocate for right based policy changes.

Change in programme implementation strategy and course correction to achieve the programme objectives withing the programme implementation cycle.

Addressed the challenges in providing reliable and timely access to data by offering a robust and effective solution to address their data organization and dissemination needs. The system has enabled "One stop" access to standardized social indicators to identify trends and disparities across key sectors including Maternal and Child Health, Nutrition, Education, Sanitation, and Child Protection. The source of the indicators were officially accepted data including national surveys, surveillance data and recent 2012 population census.

Developed an online repository of dashboard on key social indicators; oriented officials of Jharkhand Space Application Centre and Planning Department about the DevInfo technology.

Developed a repository of gender disaggregated social statistics for Odisha. The solution was a cost effective and easy to use database system designed on the DevInfo platform. It enabled users to collate information from various sources and quickly create standardized presentations and reports to feed into the advocacy and lobby processes.

• Review the proposed methodology for RMS and provide feedback.
• Review the tools developed for the survey and provide necessary inputs.
• Guide the survey team through different stages of data collection- selection of survey sites, listing, household survey, facility survey, back checking etc.

Facilitated a two day training course on participatory monitoring of Trócaire governance programme. Participants included Trócaire programme officers from Asia, Latin America, and Africa.

Reviewed available education data from multiple sources, process and analyze the data sets and prepared set of graphs on status of water and sanitation facilities in schools disaggregated by rural/urban, exclusion, etc.

Trocaire Uganda wanted to implement the India GHR framework, that was accepted as global Trocaire GHR baseline framework, for its GHR programme in Uganda.

Supported Uganda office of Trócaire in the planning, implementation and write-up of the Trócaire Uganda GHR Programme baseline study, ensuring the appropriate application of the global Trócaire GHR baseline framework.

• Review documentation related to the Trócaire Uganda GHR Programme
• Joint planning with stakeholders for key steps including finalisation of tools, methodology, sampling design and training of partners and local consultants in implementing the methodology
• Advised data collection, tabulation of the data collected and analysis to present key findings
• Review of the baseline report drafted by Uganda consultants

The main objective of the UNPrIS system was to address needs for standardized data dissemination and facilitate the use of data for planning, monitoring, reporting and advocacy purposes. The UNPrIS project's vision included:

• Serve multiple stakeholders (Ministries, Departments, Authorities, UN Agencies, local NGOs, INGOs, and broader civil society) with organized data pertaining to the UN projects currently being implemented.
• Ensure improved and timely access to project data.
• Enable the UN resident coordinator's office in furthering the "one-UN" agenda by providing a single window view of all UN projects in the opt.
• Enable stakeholders to track progress towards the Medium Term Response Plan (MTRP).

• Provide technical advisory support for finalisation of indicators (more than 300) and their meta data.
• Facilitate the in-house creation of databases in a format for easy migration to the DevInfo.
• Support scrutiny and finalisation of data obtained from the various Ministries/Departments.
• Provide technical oversight for agency specific requirements in creating DevInfo databases.

Supporting the UNICEF India country office in analysing latest statistics and presenting the state of women and children in India through ready reckoner factsheets. Key contributions included:

• Desk research and compilation of social statistics on women and children covering several sectors including child environment, health, and education.
• Creation of MDG radar charts, other graphical representation of status on several indicators for each state to highlight the gender, economic, and social inequalities.

Trocaire's Head office wanted to establish a standardized programme monitoring and evaluation framework for its Governance and Human Rights (GHR) programme in different countries. India office was selected as the pilot country for conducting the baseline and creating a programme monitoring framework and SDRC was selected as the consultant.

The GHR programme had already started in India and SDRC spported Trocaire India office in implementing the baseline study for the GHR Programme with eight programme implementing partners. Participatory AAA tools were designed for assessing the level of

• Awareness on three rights clusters: MGNREGA, PESA, Women's Rights
• People's Access to the duty bearers
• Action taken by people in cases of violation of the rights
• Capacity assessment of CBOs promoted under the programme
• Capacity assessmet of the partners implementing the programme.

• Designing of participatory tools for data collection
• Leading data collection, analysis, and drafting the Baseline report
• Creation of a GHR framework based on participatory baseline methodologies
• Training partners' staff on the implementation of the tools and methods for data collection
• Support partners to implement GHR monitoring systems

Supported TISS in training two batches of district facilitators in using DevInfo database system for district level planning and monitoring.

Oriented officials of Jharkhand Space Application Centre and Planning Department about the DevInfo technology and adapted to the context of Jharkhand. Moderated the meeting as a technical expert cum national resource person of DevInfo to demonstrate the utility to Govt. counterparts. Developed a detailed project report covering plan of action referring customization of DevInfo India into DevInfo Jharkhand, possible indicators, including capacity building module for basic (one day) and advance (three days) training.

For Census 2011, Office of Registrar General has the responsibility of training the data enumerators. SDRC was assigned the task of Instructional Designing for training of census enumerators for 2011 Census and National Population Register (by UNICEF, New Delhi for Census office). For this activity, SDRC provided high quality design and content creation support in creating visually appealing presentations for all the training modules, suitable for adult learning situations.
